Allow field configuration to set read-only capabilities to sets of users.

    Description

      It could be possible to set fields in a way that:

      • A set of users can edit the field.
      • A broader set of users can view the field.

      Similar to what we have with the project permission, Assign Issues, which enables setting the assignee.
