Issue Summary

On a date and dateTime type field, the field defaults to 18/02/1993 (and 1 PM for dateTime fields) upon selection.

Also for dateTime fields, if a date is selected, but not a time, the field won't save anything in that field.

Steps to Reproduce

1. Add a DateTime type custom field to an issue screen
2. Try to select a date and time on the field

Expected Results

• The field defaults to the current date
• For DateTime fields, the field should be saved even without selecting a time, if the date is selected.

Actual Results

• The field defaults to 18/02/1993 (and 13:00 for dateTime fields)
• The dateTime field won't save anything if just a date is selected
