Issue Summary

The date/Time picker in the Time Tracking field only allowed the 24-hour format to enter although it will display the time in 12-hour format after entering which confusing the users.

Steps to Reproduce

1. Open an Issue (any issue)  and click "Time tracking"
2. Enter the time spent and then pick the date.
3. Then try entering the time in 12-hour format.

Expected Results

Allowed to enter the time using the 12-hour format as it does in the regular Date/Time field.

Actual Results

Jira will make the time completely disappear, converted to random time, or treated the time entered as a 24-hour format.

Workaround

The current workaround is to enter the time using the 24-hour format.
