Summary

Currently, there is no option to set up a notification/alert for a user or group that a bulk operation has been performed. 

Steps to Reproduce

1. The user performs a bulk update
2. Notifications are sent on issue-level
3. Cannot set a notification/alert to a specific user or group like site-admins to be notified that a bulk operation has been performed

Proposed solution

Add an option for Jira administrators to set up a notification/alert to a user or group in case of a bulk operation.

Notes

The ability to perform bulk operations can be controlled via the Make bulk changes global permission.
