Popups should use new Rich Text editor for Description and Comments

This issue is related to JRACLOUD-70555 - the new issue view.

When creating an issue, the Description field in the popup uses the old Wiki editor. As such, certain features found only in the New Issue View don't work, such as using backticks to `callout text` or typing an issue key and getting a rich link with a description and status.  

The only way to get these features is to go back into the issue after creating them, edit the description, and add the backticks and issue keys back in. This is tedious.

This same behavior is experienced when using a Comments field on a transition screen, where typically it's handy to be able to hot-link to an Issue Key or `call out` a variable name
