Currently, Jira products require users to not only log in but also perform operations to be counted towards activities.

Suggestion:

Site admins monitor the last seen data to keep a track of active users and decide if the inactive users need a Product license or not. It would be nice to record the Last Activity data when a user “logs into” a Jira product.
