The last seen is not updated in Jira User management if the users don't perform any operations on Jira

      Currently, Jira products require users to not only log in but also perform operations to be counted towards activities.

      Suggestion:

      Site admins monitor the last seen data to keep a track of active users and decide if the inactive users need a Product license or not. It would be nice to record the Last Activity data when a user “logs into” a Jira product.
