Ability to search rule list for rules that perform specific actions

Summary

Currently, you can only search for rules by name.

Proposed solution

• Search for rules by name
• Search for rules with types of actions (e.g. edit issue)
• Search for rules with field value text (so you can figure out which rule is performing a specific edit, or sends a particular e-mail etc)
• Search for rules by owner
