New issue view: Ability to collapse context fields panel and resize description fields panel

      Users who are used to the old issue view could benefit from the ability of collapsing the context field panel and also when the menu panel or the context field panel are collapsed the description field panel should be resized accordingly instead of leaving blank spaces.
