Transitioning an Issue by drag & drop on a Touch Screen is not working

      Issue Summary

      When using a touch screen on Windows 10 with Google Chrome (only tested on this particular environment, maybe other browsers impacted), Issues can't be transitioned on a Board by drag & drop when using the touch screen

      Steps to Reproduce

      1. Access any Board in Jira
      2. Try to transition an Issue with the touch screen feature 

      Expected Results

      The Issue is transitioned

      Actual Results

      Nothing happens, please see the attached video:

      Workaround

      Currently, the only workaround is to use a mouse to transition the Issues
