As a user I need to set an issue property (external system ID) via Jira Cloud API and then be able to find issues with this property via API, too.

Currently, the searchable properties issue could be created just by an Application module descriptor, see  https://developer.atlassian.com/server/jira/platform/entity-properties/#how-do-i-make-the-properties-of-an-entity-searchable
