Issue Summary

In the issue view screen, applying the comment security in the issue transition screen hides some fields in the drop-down.

Steps to Reproduce

1. Open the issue in the new issue view in a new tab. 
2. Change the issue status from one status(To Do) to another (Selected for development). 
3. Have a screen configured for issue transition in the workflow from To Do to Selected for development.
4. The "Selected for development" transition screen appears.
5. Select the lock in the comment section and scroll through the drop-down fully to see all the roles and groups.
6. You will find that you are not able to view all the options from the drop-down

Expected Results

You must be able to see all the options in the drop-down.

Actual Results

You will not be able to see some of the roles/groups from the drop-down.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
