At the moment, everyone can create, edit and delete labels.

This is not ideal for growing businesses as it becomes more essential to preserve the integrity of the labels, such that there is tighter administration oversight to the creation of labels so that it does not get misused, in which will then cause the precise choice of labels to become a challenge for the users raising issues in Jira.

Please improve the administration of labels and introduce permissions that control who can create/edit/delete labels.
