Ability to make certain fields uneditable

      Issue Summary

      Currently, with the new issue view in place, we cannot make few fields uneditable and few fields editable in a particular transition. We only make the complete issue uneditable. 

      It would be good to have an option to make a field editable in certain transitions rather than making the whole issue uneditable.
