Add a REST API endpoint to add a field to a field configuration

      In the current API there is no way to add a field to a field configuration

      Suggestion

      Add a supported REST API for Jira Cloud to create a new issue field configuration scheme.
      It also has to be possible to set the field's properties in the field configuration (hidden/shown, required/optional).
