Add the Ability to Create Non-Licensed Jira Accounts for Collaborators Outside Your Organization

      We frequently work with contractors outside of our organization who need to be assigned issues in a Jira project.  These contractors typically don't have a Jira license.

      A project manager within our organization would be updating the issues as these contractors report status in meetings, and the contractors never really need to go into Jira to do anything.  However, Jira does not provide a good way to allow issues to be assigned.
        It would be great if you could allow manual creation of a non-licensed account similar to
      how SmartSheet does it by allowing you to create a guest account with First Name, Last Name, and email address.  Then limit these accounts to being assigned to tasks and viewing, or limited role.
