Summary

Labels dropdown (which shows recent/existing labels) does not load on the new issue view when navigating from one issue to another.

Environment

Jira New Issue View

Steps to Reproduce

1. Go to a queue and open up an existing issue. Add a label to the issue.
2. Return back to the queue by clicking on the queue on the sidebar and click on a different issue.
3. Try adding a label on the issue.

Expected Results

A dropdown with existing and recent labels should show.

Actual Results

The dropdown shows 'No matches'

Workaround

Refresh the issue page and the labels dropdown should load again.
