Issue Summary

When hovering over the comment emoji button, it starts flickering when near the edge of the icon. It occurs only in a next-gen template. I've recorded a video for better understanding:

Steps to Reproduce

1. Access an issue at your next-gen project
2. Scroll until reaching the comments
3. Hover over the edge of the emoji icon until starts flickering.

Expected Results

The user should be able to click on the emoji button and react to it.

Actual Results

The emoji button starts flickering until you reach the center of the button, where you can select one of the emojis.

Workaround

Reach the center of the button should allow you to select one of the emojis as should by default.
