Label Type Custom Field Suggestions Are Not Field Scoped in the New Issue View

Issue Summary

In the new issue view, label type custom fields will suggest labels from the native Labels field. This was not the case in the old issue view where only labels associated that specific custom label field would be suggested.

Steps to Reproduce

1. Create a new custom label field and associate it with a project
2. Then, create a new issue and ensure the new field and the system "Labels" field are populated with a different value. For example , set custom label field = 'Label A' and Labels = 'Label B'
3. Now, create another issue without fill in any value for both field.
4. Then, open the issue using new issue view and edit the field from there.

Expected Results

Label values created in the custom label field should only appear in the suggested labels for that field. Based on the above steps, only 'Label A' should be a suggested value.

Actual Results

Label values from other label fields are available as suggestions even if they were not created using the custom field that is being edited. For example, labels from the native Labels field are present in the suggestions ('Label B') . This is confusing for users and allows a greater chance of users choosing labels they shouldn't be choosing.

Currently there is no known workaround for this behavior. A workaround will be added here when available
