As a project admin, I want to be able to set default values for fields on my project, so that I can control the default field values on my project without needing to be made a Jira Admin.

Currently, the only way to change default field values is by creating and editing Field Configurations, which is only available to Jira Admins.

But default field values are often a project level setting. It would be preferable to have permission to create/edit these without having to open Jira admin support requests for relatively trivial default field changes that only affect my project.
