The list of assignees is currently generated from users with the Assignable issues Permission despite them having or not permission to browse the issue. 

This was discarded as a BUG, but users are interested in having that level of customization to prevent assigning tickets to the wrong people.   

It is expected the list of assignees is generated from the current users with Assignable issues permission and the Browse Project permission.
