Ability to collapse the single comments in the new issue view

      Summary

      The old issue view has a feature to expand and collapse a single comment. However, the same feature is missing in the New issue view.

      In case of lengthy comments, to navigate through the comments it is helpful to collapse the body of each comment individually but still see when the comment was created and by who.
