Add the ability to render public image links on the new issue view

      Description

      Using the new issue view if we add a link to an external(public) image the image is not rendered as used to be on the old issue view.

      In the old issue view, we used to have the ability to render a file without adding it as an attachment by using the following syntax.

      !URL_LINK!

      ps. Either the description or comments section is not rendering a preview of the link.

      Use case

      That makes it easier to share public images with other users that are not supposed to be necessarily an attachment. Besides that, it improves the user experience for the notifications.

      Workaround

      Add file as an attachment

            Thanks, Thiago.  It also allows for using shared resources in automation (comments that need to email people can only have images this way since there is not a way to store images at the instance level otherwise).
