Currently, the /Jira create screen will allow a user to select any site/project they have access to. Provide a way to configure this screen to fit the channel's needs.

For example, a channel's purpose could be to raise service requests or incidents on a specific site. Other issue types such as change requests, access requests, could be hidden.
