When the issue import operation is performed `issue_updated` webhooks are sent without `user` field

Issue Summary

The vendor reported that webhook without `user` field breaks app functionality, because they are not able to parse webhook without `user` field.

Steps to Reproduce

1. Open your Jira instance
2. Go to `external system import` section
3. Import some issues from CSV

Expected Results

`jira:issue_created` webhooks are sent with `user` field.

`jira:issue_updated` webhooks are sent with `user` field.

Actual Results

`jira:issue_created` webhooks are sent with `user` field.
`jira:issue_uptaded` webhooks are sent WITHOUT `user` field. (This webhooks inform about changed issue rank)

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
