Opening Watchers in Old Issue View leads to a faulty page

Issue Summary

In Old issue view, if you try to access watchers through the ". . ." panel, you'll be directed to another page where it gives you the option to go back to the issue, stop/start watching issue and a list of watchers (but its empty)

Steps to Reproduce

1. Access an issue in software project using Old Issue View
2. Add a few watchers to the list
3. Click on the more options button ". . ." 
4. Select Watchers

Expected Results

The page should at least show you the list of watchers you can remove or add.

Actual Results

The list of watchers is empty, just states "Watchers" (Screenshots attached)

Workaround

1. Either switch to New Issue View and Manage watchers

OR

1. Use the inline edit by clicking on the Number of watchers in Old Issue View.
