Empty field disappears in the new issue view when having a not editable property in the workflow

Issue Summary

When having the jira.issue.editable property workflow set to false, empty fields should not be presented in the issue view when the issue gets into that status.

In the new issue view, these fields are presented for a moment and then disappear.

Steps to Reproduce

1. Create a new custom field
2. Associate it to your project View screen and add it to the issue layout settings.
3. Add the editable workflow property to one of your workflow statuses.
4. Create a new issue, leave the custom field empty and move it to the status with the workflow property.

Expected Results

The field should not be presented as it's empty and the issue is not editable, the same way it happens in the old issue view.

Actual Results

The field is presented momentarily and then disappears:

In the above test, the field that disappears is called Test Field.

Workaround

This is working as expected, the bug here is that the field should not be presented.
In case you need to edit the field impacted please either remove the workflow property or transition the ticket to a status where it can be edited.
