Changing the epic of an issue in a next-gen project does not result in jira:issue_updated webhook events

Issue Summary

In classic projects, changing an issue's epic causes jira:issue_updated webhook events to be fired. This does not occur in next -gen projects.

Steps to Reproduce

1. Create an app which registers to jira:issue_updated webhook events.
2. Change the epic of an issue in a classic project.
3. Change the epic of an issue in a next-gen project.

Expected Results

jira:issue_updated webhook events are fired as a result of steps 2 and 3.

Actual Results

jira:issue_updated webhook events are fired as a result of step 2, but not 3.
