Issue Summary

The admin left side nav panel disappears when navigating to an app admin page twice in succession when project parameters are specified.

Steps to Reproduce

The following steps are based on three webitems at system.top.navigation.bar with definitions as follows.

Webitem (a):

• context: product
• url: 
  /plugins/servlet/ac/[APP-KEY]/[ADMIN_MODULE-KEY]

Webitem (b):

• context: product
• url: 
  /plugins/servlet/ac/[APP-KEY]/[ADMIN_MODULE-KEY]?project.key=[PROJECT-KEY]&project.id=[PROJECT-ID]

Webitem (c):

• context: page
• url: [ADMIN_MODULE-KEY]

1. Create a Connect app with three webitems at the location 
   system.top.navigation.bar as detailed above. 
2. Visit any issue in project [PROJECT-KEY].
3. Click on webitem (a) and observe if the left side admin menu is open.
4. Click on webitem (a) and observe if the left side admin menu is open.
5. Visit any issue in project [PROJECT-KEY].
6. Click on webitem (b) and observe if the left side admin menu is open.
7. Click on webitem (b) and observe if the left side admin menu is open.
8. Visit any issue in project [PROJECT-KEY].
9. Click on webitem (c) and observe if the left side admin menu is open.
10. Click on webitem (c) and observe if the left side admin menu is open.

Expected Results

The left side admin menu is open at steps 3, 4, 6, 7, 9, 10.

Actual Results

The left side admin menu is open at steps 3, 4, 6, 9, but not steps 7 and 10.

It appears that passing the project context causes the left side admin menu to disappear on subsequent visits.
