Description
The explanation of Public is "anyone on the internet, including logged in and anonymous users", but the people who can create next-gen project are only licensed users (not anonymous users). This is a misleading explanation.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available

I agree that the text in the UI is misleading. The documentation clarifies that it is not possible for anonymous users to access a team-managed project
Currently, you can't allow anonymous access to a team-managed project. If you want to allow anonymous access, ask your Jira admin to create a company-managed project for you.
