Web items at jira.navigator.pluggable.items are not well supported

Issue Summary

The icons for webitems displayed at jira.navigator.pluggable.items can easily be chopped off or missing completely. Also, the name of the web item at this location is not displayed.

Steps to Reproduce

1. Create an app that declares four web items at jira.navigator.pluggable.items with the following icons; (A) 32x32 PNG, (B) 16x16 PNG, (c) 16x16 SVG, (d) 32x32 SVG.
2. Navigate to the issue search view and observe the web items.

Expected Results

The icons for all web items are displayed in full and a tooltip is provided displaying the name of the web item.

Actual Results

None of the web items have tooltips and only the icon for web item (b) is displayed in full. The upper left quadrant of icon (A) is displayed and the icons for web items (C) and (D) are not displayed.

Workaround

Only web items with 16x16 PNG icons work at this location.
