Issue Summary

When creating Issues on a Next-Gen project using the + Create Issue button or the Incoming Mail feature the configured Restrictions are not respected.

Steps to Reproduce

1. Set a Role Restriction on a certain Issue Type of a Next-Gen project
   
2. Create an issue in that project of the type from step 1 using a mailhandler:
   
3. Observe that the issue is created without any restriction applied
   

Expected Results

The Restriction should be set to the newly created Issues

Actual Results

The Restriction is not set to the newly created Issues

Workaround

Create Issues using the Create button from the top bar
