No site access - Notification received for moving project to trash.

      Issue Summary

      The users who are part of the jira-administrators group tend to receive notifications for the below, even though their site access is revoked (not removed from site) and part of the jira-administrator group.

      • Project moved to trash (Not necessarily the user need be a "project lead" of the project)
      • Project deleted from the trash
      • Project will be deleted in "XX" days message.

      Steps to Reproduce

      1. Add a user to jira-administrator group
      2. Can give them a "Trusted" role
      3. Revoke site access
      4. Move the project to trash
      5. The user will receive a notification that the "project is moved to trash by xyz"

      Expected Results

      Notifications should not be sent to the users who do not have site access.

      Actual Results

      Workaround

      Remove user from jira-administrator group.
