      When viewing a workflow (ViewWorkflowSteps.jspa), one sees all the steps and transitions for a workflow, except the initial 'Create issue' transition. This is a pity, because the 'Create issue' transition is a commonly used, and its omission leads people to think that it cannot be edited.
