Customize issue layout by roles/user

      It'd be nice to customize the Issue Layout field ordering and display on a per-user basis or by next-gen permissions/roles.

      For some organizations, certain roles in our org rely on some fields more than others and it can be hard to get a layout that satisfies all users.
