Issue Summary

user_created webhook event does not seem to fire when a new user is added to an instance under any circumstances.

Steps to Reproduce

1. Step 1. Create a webhook for the user created event
2. Step 2. Add a user by any method.

Expected Results

Webhook for the created user is fired

Actual Results

Webhook is never sent

Workaround

Use the REST API for Jira to periodically poll for new users.
