      Issue Summary

      Enable comment to be required on the board when you click to add "Flag" into an issue.

      Steps to Reproduce

      1. Open any board from classic software.
      2. Right-click on any card and then select "Add flag".
      3. Result: It will show a screen with the flag and a comment field.

      Expected Results

      We should be able to select this comment field as required.

      Actual Results

      We cannot set the comment field as required.

      Workaround

      We don't figure out any workaround yet.
