Consider Different Link/Attach Icons

In the new issue view, at smaller widths, we have duplicate icons for linking the issue URL (when hovering over the issue key) and for linking an issue (which doesn't also include the text depending on the width of the window).

It'd be nice to have some differentiation here since it can be a bit confusing if the accompanying text isn't present.
