Workflow scheme unable to be edited when an associated project is in the trash bin

      Issue Summary

      When a workflow scheme is associated with a project that has been moved to the trash bin an error is returned when trying to edit the scheme. Archived projects cause the same issue. 

      Steps to Reproduce

      1. Associate a workflow scheme to a project
      2. Move the project to the trash bin/archive a project
      3. Try to edit the workflow scheme, for example try to add a workflow
      4. The procedure gets stuck in the publish steps not being able to publish the changes and when clicking on cancel a token error is returned.

      Expected Results

      The workflow scheme should be able to be edited normally

      Actual Results

      The publish steps get stuck and when cancel a token error is returned

      Workaround

      The projects in the trash bin need to be restored or deleted so the scheme can be edited
