Issue Summary

Historical search on user on instance that has more than 100 users may fail with

The value 'ABC' does not exist for the field 'assignee'.

Steps to Reproduce

(non deterministic steps, depends what which users will CPUS return)

1. Have more than 100 users (CPUS default page)
2. Run JQL search to find all issues that user A was assigned to (assuming ABC is account id for user A)

   assignee was 'ABC'
   

Expected Results

Either issues are found or none depending on current system statt

Actual Results

JQL reports a problem

The value 'ABC' does not exist for the field 'assignee'.

Workaround

Assign and unassign any issue to user A. Although, it changes the state a bit, the problem appears only if affected user was never assignee of any issue.
