Issue Summary

When we open the project settings and select issues and filters, if we select a filter with 2+ issues, the first issue will display the "Link Confluence page" option, for all other issues the option will be missing.

Steps to Reproduce

1. Create a new project.
2. Create two issues on this project.
3. Select "Issues and filters".
4. Select the first issue.
5. Select the dropdown button to expand the link issues options.
6. The Link Confluence page is there.
7. Select the second issue.
8. Select the dropdown button to expand the link issues options.
9. The Link Confluence page is missing, we can only see Add web link.

Expected Results

The dropdown button to expand the link issues options should display Link Confluence page to all issues.

Actual Results

The dropdown button to expand the link issues options only display Link Confluence page for the first issue.

Workaround

1. Open the issue in the full issue view.
   OR
2. Disable the new Jira issue view, this issue is not reproducible with the old Jira issue view.
