Uploading SVG file format as custom priority icons is not working

      Issue Summary

      Unable to upload custom priority icons of SVG format

      Steps to Reproduce

      1. Add the SVG file as an attachment to an issue.
      2. Copy the attachment URL and use this URL to change the priority icon

      Expected Results

      The Priority icon is successfully changed

      Actual Results

      The Priority icon is broken when using an SVG file attachment.

      Workaround

      Use files of PNG format.
