Problem Definition
Refering to the Create issues using the CSV importer documentation , it doesn't mention about the executor only able to fill in the value for the field available in "Create Issue" screen. For user related field, for example "Reporter" field only can be updated by project administrator or agents (for JIRA Service Desk project).
Suggested Solution
Update the documentation with the information below :-
User executed the import only able to fill in the field value available in "Create Issue" screen. For other fields , for example "Status" , "Reporter" and "Assignee" , only the project administrator or agents (for JIRA Service Desk project) can update it.
Why this is important
It's clear to the users which field they fill in using the "Import Issue" feature in the "Create Issue" screen.
