Issue Summary

Some users can't save changes on their own filter and somehow, Jira can't detect if they own this filter; requesting them to save as a new filter instead.

Steps to Reproduce

1. Create a new filter with some JQL search
2. Open the filter by navigating to https://URL.atlassian.net/issues
3. Make some changes to the filter > Search
4. Attempt to save it

Expected Results

There should be "Save" button present to save the changes.

Actual Results

User is presented with Save As button instead where it will ask the user to create a new filter.

Workaround

Refresh the page
