Searching on custom field with user picker type does not return results

      Issue Summary

      When searching for a user in the user picker custom field, it does not return results. The dropdown gets stunted.

      Steps to Reproduce

      1. Ensure the user has browse user and groups permissions in Global permissions
      2. Go to an issue in JIRA
      3. Click on a user picker custom field
      4. Search for a user

      Expected Results

      Should return results

      Actual Results

      Does not return results

      Workaround

      For edit/view issue view, you can use the new issue view to proceed with searching for user
