New issue view - Allow drag and drop of attachments outside of Jira

Similar to this request to allow the drag and drop of attachments to a Jira issue (in the new view) as it worked in the previous model, without any media picker enabled while editing the issue, the user can no longer drag and drop it outside of Jira in order to have the file downloaded.

For different use cases, dragging and dropping the file outside of Jira could help to directly put the file in a folder without necessarily needing to go through the download steps and then, selecting the necessary folder, which would add extra steps.

This is a suggestion to allow attached files to be dragged and dropped outside of Jira, as it worked in the legacy issue view.
