Issue Summary

The Labels field cannot be edited in the new Jira issue view, this is applicable for editing labels and creating new labels.

Steps to Reproduce

1. In the new view, open an Issue and go to the Labels field
2. Edit the field by clicking on it

Expected Results

The field becomes editable.

Actual Results

The field is un-editable with the appearance of a read-only field. If you try to use the "l" shortcut for editing labels, any changes made cannot be saved.

Workaround

The current workaround is to switch to the old Jira issue view by clicking on the See the old view banner to edit the Labels field.
