Restoring Backup to Jira Cloud should have an option to include Apps, to create a usable Development/Staging environment

      Summary

      Improve the Backup & Restore for instances that will be used as a sandbox.

      Ideally, we would NOT have to:

      1. Re-install apps.
      2. Re-enable Product Access for all groups, which would force Dev instance into a paid tier. So then we had to disable access after re-installing apps.
      3. Re-license all apps. (This is a tricky one, I realize. It would require you to offer Cloud Development licenses that behave like Server Development licenses, which App licenses can then match with: https://community.atlassian.com/t5/Marketplace-Apps-Integrations/Development-License-for-Jira-Addons/qaq-p/1105985)
