Issue Summary

• When a site-admin/Jira administrator who is not the Organization Admin tries to Configure a project's sender email address it returns an invalid error even if the domain is claimed as shown below:

Steps to Reproduce

• The domain has to be claimed & verified
• A Site/Jira Administrator to Configure a project's sender email address
• You will get the error message
   

Expected Results

• To have an error message saying. Eg: Only Organization Admin can configure the project email address.

Actual Results

• The error message is misleading, it should say "You do not have the organization administrator rights to perform this change."

Workaround

• To configure a project's sender email address, the user has to be an Organization Admin to make the changes/configure
