Issue Summary

Enable time tracking for classic projects button in Time Tracking is locked. User are unable to turn it off.

Steps to Reproduce

1. Go to https://instance.atlassian.net/secure/admin/TimeTrackingAdmin.jspa
2. The toggle button is not editable.

Expected Results

The button should be enabled to allow users to turn it on/off.

Actual Results

It is not working,

Workaround

The REST API Call for this change is DEPRECATED. Time tracking can be disabled by hiding the Time tracking field in your classic projects' field configurations.
