Issue Summary

Since the Issues and Filters changed to Filters, it doesn't show the starred filters in the alphabetical order, but by Starred date.

Steps to Reproduce

1. Create filters with different initials.
2. Save the filter.

Expected Results

New filters are automatically added under Starred and it shows in alphabetical order.

Actual Results

New filters will show as the last filter of the list.

If we go to the Manage filters' page and Unstar a filter and then Star it again, the filter will also show as the last one in the list.

Workaround

Click on "View all filters" to find the desired filter since this page still shows in alphabetical order.
